JulNoWriMo started as a spin-off of NaNoWriMo, or National Novel Writing Month, which is in November. Writers who had trouble writing in November due to school or work schedules but enjoyed the summer off could write in July under the same rules and regulations.
JulNoWriMo the website/forum no longer is maintained regularly, but Camp NaNoWriMo has taken it's place.
If you don't know NaNoWriMo or it's sister Camp NaNoWriMo, where you get motivation and inspiration to write 50,000 words in a month or 1,667 words a day, then go check them out!
Camp is going on now (April), and also in July. Nano is only in November and is more formal.
The rules of Camp are bent to allow non-fiction works. I guess these blog posts COULD count, but they do not form a contiguous whole. I should instead work on my Novel in Progress.

The breeze blew a fern frond up and underneath he spied a tiny glimpse of something red. Crawling to it, he discovered it to be red rope tied around a rock to help some of the mice get down the first bit of the steep slope. Kellen could see where they would have traveled, the little jutting path disappearing below him around a rocky point.
He was going to follow them, but first he needed water."
